
Sergey Arakelov is a lawyer with extensive experience in public service and a recognised expert in tax law. In 1996, he graduated from the O.E. Kutafin Moscow State Law Academy with a degree in Law.
Immediately after graduation, he began his career with the Moscow tax authorities. From 1996 to 1999, he served as a first-category legal counsel and later as a leading legal counsel at the Moscow Department of the Ministry of the Russian Federation for Taxes and Levies.
From 1999 to 2004, Sergey Arakelov headed a department and served as Deputy Head of Interdistrict Inspectorate No. 38. Subsequently, in 2005–2006, he held the positions of Deputy Head and Deputy Chief of the Federal Tax Service Inspectorate No. 5 for the city of Moscow.
Between 2006 and 2009, Sergey Arakelov led a department within the Moscow Directorate of the Federal Tax Service of Russia. In 2009–2010, he served as Head of Interdistrict Inspectorate No. 47 of the Federal Tax Service for Moscow, and in 2010 he was appointed Head of the Legal Department of the Federal Tax Service of the Russian Federation.
From 2010 to 2020, Sergey Arakelov held the position of Deputy Head of the Federal Tax Service of the Russian Federation, where he supervised key legal and tax policy areas of the agency’s work.
Alongside his public service, he has been actively involved in corporate governance. From 2020 to 2022, he served as Chairman of the Board of Directors of JSC CB Solidarnost, and from 2020 to 2021 as Chairman of the Board of Directors of JSC PFC Krylya Sovetov.
Since 2017, Sergey Arakelov has also been engaged in academic and advisory work as a Research Supervisor at the Department of Tax Law of the O.E. Kutafin Moscow State Law University, where he shares practical expertise and contributes to the development of academic research in the field of tax law.
